Indonesia is a country of origin, transit, and destination for both cross-border trafficking and internal trafficking.  Although, trafficking cases mostly involve women and children, trafficking in men is increasingly recognized as happening to both Indonesian and foreign nationals within Indonesian territory and overseas. 

In response to the growing numbers of Trafficking in Persons (TIP) cases, Indonesia enacted Law 21 Year 2007 on the Eradication of Trafficking in Persons.  The Act was supported by the establishment of the national Anti-Trafficking Task Force through the enactment of Presidential Regulation No 69 Year 2008.

Since 2005, IOM Indonesia has continuously supported the efforts of the Government of Indonesia in preventing and handling TIP cases in Indonesia under its “3P Approach” – Prevention, Protection, Prosecution.  IOM Indonesia works both at the national and sub-national level in close partnership with government and non-governmental organizations.

Prevention

IOM Indonesia regularly conducts awareness-raising and campaigns on safe migration to prevent TIP among the general public, migrant workers and prospective migrant workers, and other vulnerable groups.  IOM also conducts capacity building activities and public campaigns with a broad range of stakeholders, including community leaders, village leaders, religious leaders, and other community members.   

In the effort of reaching wide audiences throughout Indonesia, IOM has developed various Information, Education, and Communication (IEC) materials, including comic books, a documentary film titled “Jangan Kembali (Never Again)”, safe migration information pocket books, as well as country specific guidebooks.  IOM Indonesia also works with IOM X in developing digital based campaign to encourage safe migration and public awareness to stop exploitation and TIP.

Protection

IOM Indonesia provides return, recovery and reintegration assistance to Indonesian and foreign victims of trafficking under its Victim Assistance Fund (VAF).  Reintegration assistance includes follow up physical and mental health care, family counseling, education support, livelihood support, and legal aid.

Assistance is provided through a referral mechanism counting more than 80 government and non-government partners.  IOM Indonesia conducts training and provides technical support to improve the role of Anti-Trafficking Task Force, especially at the sub-national level in providing relevant assistance for victims of trafficking.  Since 2005, IOM Indonesia has identifed and assisted more than 9000 victims of trafficking. 

Prosecution

IOM Indonesia supports the efforts of Government of Indonesia’s response to TIP crimes through various means.  IOM has completed a comprehensive legal review of Law 21 Year 2007, developed Revised Guidelines for Law Enforcement and a Training Manuals for Eradication of Human Trafficking Crimes, and has cooperated with the Indonesian Attorney General's Office, Indonesia National Police Criminal Investigation Agency, and judiciary bodies.
