Emergencies cause a radical onset of social disequilibrium, which often displaces populations. Emergencies require an immediate response to save lives or limit suffering. Mandated to "concern itself with the organized transfer of refugees, displaced persons and other individuals in need of international migration services for whom arrangements may be made between the Organization and the States Concerned..." (Article 1, 1(b)), IOM has been involved in numerous emergency and post-crisis operations around the world.
To better improve IOM’s ability to respond to the migration consequences of crisis, in 2012 IOM published its Migration Crisis Operational Framework (MCOF). It is a flexible tool that organizes IOM emergency response around two major pillars: phases of crisis and sectors of assistance. Under the first pillar – phases of crisis – IOM’s response is sub-divided into the “before, during, and after” stages. The sectors of assistance pillar, meanwhile, contains 15 types of assistance, covering camp management and displacement tracking, shelter and non-food items, health support, and others.
Located in the Pacific Ring of Fire, Indonesia is prone to various types of hazards and disasters. In recent years, there have been an increase in the number of natural disasters, such as volcanic eruptions, earthquake, landslides, and others. Over the years, IOM Indonesia has been at the forefront of numerous emergency response operations, assisting hundreds of thousands of persons displaced by natural disasters and/or conflicts. IOM Indonesia has developed a comprehensive approach to emergency and post-crisis situations, based on MCOF, including:
- Providing food and non-food humanitarian aid;
- Providing logistic support for the storage, transportation and delivery of humanitarian aid;
- Providing medical evacuation, referral, escort and psychosocial assistance;
- Constructing temporary shelters and sanitary facilities;
- Revitalizing community health and education services;
- Providing environmentally-friendly livelihood and reintegration support services.
